U.S. Navy Captain John Plumb is a fourth generation western New Yorker who has spent the past two decades serving his country. John was born in Jamestown to Marie and John Plumb who still live in Randolph in the home that John grew up in. John’s parents met at Saint Bonaventure University. Before they retired, his mother taught physics at Jamestown Community College and his father was a lawyer in Jamestown, as well as the village attorney for Randolph.  John has three sisters and a brother, and he is an uncle to nine nephews and nieces.

He earned a US Navy ROTC scholarship to the University of Notre Dame, graduating in 1992.  He then earned a Master of Science in Physics from the University of Colorado at Boulder the following year. 

John was then commissioned as an officer in the US Navy, and spent over 6 years on active duty, including almost three years on the fast attack submarine USS San Juan.  John left active duty and continued his service with the Navy Reserves, while pursuing a Ph.D. in Aerospace Engineering from the University of Colorado.   He has since then worked in the Senate, the Pentagon and the White House with a one-year break to deploy to Kuwait, supporting Operation Enduring Freedom.

John has received numerous military awards to include the Meritorious Service Medal, Navy Commendation Medal, Army Commendation Medal, Navy Achievement Medal, and Navy Expeditionary Medal. In addition, he’s one of very few service members to receive the Arctic Service Ribbon for spending more than 28 days north of the Arctic Circle in his submarine, including under the ice.  He qualified as an expert on pistol and sharpshooter on rifle.  

He has been recognized for his civilian public service from three different departments during his time in Washington having been awarded the Office of the Secretary of Defense Exceptional Public Service award, the Department of State Superior Honor Award, and the Secretary of Energy Achievement Award.  All the while, John has remained in the Navy Reserves where he currently serves as commanding officer for the Maritime Operations Center reserve detachment in Newport, RI.

I’m John Plumb, a fourth-generation Western New Yorker, born in Jamestown and raised nearby in the beautiful small town of Randolph. I’ve spent the last two decades working to make our country safer – first as a submarine officer in the Navy, and later as an official at the Department of Defense and a staff member on the National Security Council. 

Growing up in Upstate New York, you can’t help but appreciate how special it is here. I was raised with the same core values that run deep through the Southern Tier and its surrounding areas: hard work, independent thinking, and a dedication to family, community and country. It’s because of the core values I learned here that I first signed up to serve our country in the military. And it’s because of these same core values that I seek the honor of serving our communities in Congress.


Across our district, I’ve heard from too many families who feel Washington just isn’t listening to the rural communities of Western New York, the Southern Tier, and the Finger Lakes region – and they are right. Year after year, our middle class and working families find it harder and harder to get ahead, and our small cities and towns feel increasingly left behind. 


The 23rd district deserves a representative to Congress with the courage to put our region and our country before politics. That’s what I’ve done my entire career: put ideology aside and worked together for the best interests of our country. Because we are all in this together. If elected to Congress, I will work with representatives regardless of party on the issues that matter most, so we can finally get some real results for our region’s rural communities.
